Economists warn that public spending may be slashed over next three years
The rate of decline in construction output over the next three years could double if the government reins in public spending after its £50bn bail out of Britain’s banks.
The warning, from the Construction Products Association (CPA), came after the government spent £37bn on shares in the Royal Bank of Scotland, HBOS and Lloyds TSB.
The move should improve the short-term fortunes of the industry by unlocking capital. But economists have warned that the cost of the deal will put the government under pressure to cut investment levels announced in last autumn’s Comprehensive Spending Review – and leave the industry with workload that decreases faster than expected over the next three years.
The CPA calculates that if the government cut back its spending to 2007 levels during 2009 and 2010, output would fall 12% between now and 2011. At present the association is predicting a 6.7% decline, which is based on the assumption that investment in education, healthcare and infrastructure will offset falling demand in the private housing and commercial sectors. It is now urging the government to keep to its spending commitments despite the financial upheavals.
Jonathan Hook, head of construction and engineering at Pricewaterhouse Coopers, said: “The bail out is a double-edged sword. There are an awful lot of positives in terms of what it does for the market, and existing PFI schemes will be easier to fund. The downside is that there must be question marks over the public sector spending programme. More likely than scrapped, programmes could be delayed.”
Despite committing itself to capital spending of more than £70bn by March 2011 in the Comprehensive Spending Review, the government can, in theory, change its plans by arguing that the economic situation has changed.
Experts said this week that such a move would be unlikely to come in November’s pre-Budget report, but that it may be on the cards by next spring.
Michael Ankers, chief executive of the CPA, said: “I think it will take some time to work out if the situation has stabilised, and then the government will have to decide on a strategy – whether they have no option but to cut, or whether they think the recession is so bad they need to spend to keep the economy going.”
Richard Whittington, UK head of building and construction at KPMG, said that whether or not Labour remained in government beyond the next election he expected cuts. He said: “The tax take will be down, and bigger projects across all sectors could be at risk.”
Transport
Transport infrastructure, despite a planned investment of almost £10bn until 2011, is likely to be the first casualty should public spending be cut, as many infrastructure projects are relatively costly without being obvious vote-winners. Road spending would probably be first on the block, and economists have also expressed doubt over the £16bn Crossrail scheme, as it’s often easier to take a big slice of spending out in one go.
Education
Education is a safer bet than transport owing to its popularity with the electorate, but the government may still look to slow down spending on schemes such as the £45bn Building Schools for the Future programme (without visibly scrapping any schools). A spend programme of £2.3bn on universities could be mothballed without a public outcry, and the fact that the £7bn primary schools programme does not start until next spring makes it possible that this could be slowed.
The NHS
This sector is likely to escape cuts, according to the experts. With an ageing population inclined to become irate at any decline in the quality of care, and a proportionately smaller amount of public spend to play with, the NHS is likely to escape largely unscathed. The £1bn express Lift programme, announced earlier this month, should go forward, and the sector will be boosted by the trend away from large PFI projects, which would have sucked up capital.
Housing
With private housing starts at record lows, and the government maintaining that it wants to build 3 million homes by 2020, it is unlikely to cut back new-build social housing. The target of 45,000 social homes by the end of the spending review period is unlikely to be reached, but that will not be because of less money in the pot. If the government does cut back, it’s more likely to be on its decent homes initiative, as repair and maintenance isn't so visible to voters.

I will always remember him for the great service he performed by explaining to the world so clearly how the Military Industrial Complex operates.
But the BBC are not content to let the memories of one of the most active social thinkers remain untarnished.
they brought in one of the most embarrassing emblems of ethnicity-linked careerism, a man they described as ‘emeritus professor’, and addressed as ‘Lord Desai’.
He does not deserve the BBC’s promotion. Let alone complicity in the awful insult he heaped on the just-deceased thinker. Desai compared Galbraith with the British faker and convicted criminal Jeffrey Archer!
We the licence payers have something to say about the BBC’s choice of ‘work’ which they spend our money on.
That work, that interview with the ignoramus Desai, constituted neither work, nor service.

The Radio Four Today programme broadcast an alleged interview with one of the UK’s most corrupt and ignorant ‘professors’, linked with the London School of Economics [LSE], who exhibited once again just how pathetically backward and sewer-like the world of Big Business academia is.
In the alleged interview, the LSE-linked ignoramus Professor Desai displayed his own total ignorance of the discipline of economics and what is more he showed just how deeply sunk in the mire of selfishness, greed and corruption he himself was.
He dismissed JK Galbraith as an economist and then sang the praise of Market capitalism, globalisation in the most shameless way possible. He then said that he never liked Galbraith, anyway!
The licence payers of the UK must demand to know why our licence paying money is being wasted and misused by the BBC giving airtime to such completely bad elements who spread the gospel of capitalist uncare, discare where there should be much more space and time given to the propagation of the truth about our world and how the truly liberating ideas of educators must be at the centre of our knowledge about events.
The ignoramus Desai is not any description of source for anything remotely to do with the truth. He is a fabricator and the BBC should know better than to allow a practised fabricator and surrogate to be given any platform where only the truth about capitalism will be acceptable. No room for lies. For to allow any lies about economics to be aired as if it has any backing of scholarship would be to violate the rights of so many millions whose very existence is threatened and denied by the oppressive gospel of market economics and capitalism.
Galbraith’s contributions included the fact that he brought out into the open some of the crucial evidence about how the corrupt market capitalism – and Globalisation in today’s terminology- operates. In the society that is dominated by the worlds vilest violators of human rights.
If nothing else, that achievement by Galbraith was much more significant than the stupid LSE Desai has any ability to recognise.
The question is: what agenda was the BBC Radio Four editor or programme commissioners operating under?
Did they have to bring in that ignorance spreader Desai?
Why did they have to broadcast that sickeningly ignorant string of lies by the LSE moron Desai?
Since when had that punter become a source of anything to do with civilised discourse? Let alone of anything to do with the truth about this world and how the gospel of free market economic lies has been used to violate and massacre millions?

Khoodeelaar! The East End of London campaign against the CrossRail hole Bill notes the unconstitutional attitude as expressed by the transport minister Tom Harris in your report.
Mr Harris is showing undemocratic contempt for the principles and the practice of the sovereignty of parliament by expressing the presumption that he does not believe “that anyone wants the bill to be infinitely delayed or, worse still, cancelled”
Where, in any of the recorded contributions from any MP was there any suggestion of infinite delay?
Mr Harris is using stock phrases so typical of machine placemen in regimes that abhor democratic scrutiny of executive plots.
The particular Crossrail hole plot is linked with Big Business lobby of regional and UK central executive careerists and time-servers typified by the likes of the ‘Undone mayor’ Ken Livingstone.
Livingstone has hogged most of the limelight around Gordon Brown’s recent and unconvincing subscription to the mysterious merits of this scheme as the answer to the pressing transport needs of the people of London.
The various promotional utterances by the Gordon Brown entourage during the first week of October 2007 around the CrossRail hole plot were all staged as part of the now-thwarted snap election that Brown was almost ready to call.
That snap poll alone was Brown’s reason for staging the stunt about ‘CrossRail’. Fur the best part of the previous decade, as the UK Finance Minister, Gordon Brown and Ken Livingstone had not agreed on any of the substantive issues especially about matters to d with the public finance of private infrastructure projects.
How significant therefore that these very two adversaries suddenly found themselves behaving - for rather pretending en stages that had been specially set up in and metaphorically] around Bournemouth in September 2007- as if they had been inseparable twins for as long as memory served!
And just days before Brown was poised to call a snap election!
It is already emerging that Livingstone was 'perhaps' a tad too hasty to celebrate the ‘deal’ by claiming that he had ‘delivered’ CrossRail, thus showing up any tangible opponent to his ambition to remain the occupant of the ego-boosting office of ‘Undone mayor’ forever!
A democratic debate and scrutiny in any legitimate forum, far from being a tendency towards delaying an appropriate and sound plan, can ensure that any serious drawbacks that are found in or that remain in any plan that is supposed to be backed by several £Billions of public cash are dealt with thus sparing the public and the public purse avoidable wastes and losses in the future.
However, even if there were evidence to support the demand for a thorough review and examination of the transport needs in London in the context of the Uk economy including the central factor of the choice of the optimum mode of transport to meet the present and the mid term needs, such as Khoodeelaar! has been making for nearly 4 years of opposition to the current CrossRail hole plot, the likes of Tom Harris do not seem disposed to tolerate the emergence of such a rational answer to the transport problems.
Instead, they have gone for the fanatical short cut: they utter the mantra of Crossrail rather than talk about addressing the huge transport needs that the UK economy must see met and the capacity of the economy.

Those who have been placed as the current UK Govt front men and women to tout for the CrossRail plot – as distinctly different from arguing for the democratically arrived at solution/s to the transport needs such as a mode that best suits the given regional and strategic needs, the demands and the sustainable capacity of the UK public purse have been discrediting their own claims to be respecters of the democratic process of decision-making by undermining even the most tokenistic of debates, the most pliant of scrutinies by exaggerating the adverse effects of upholding democracy!
During the Second Reading held in the House of Commons in July 2005, the then CrossRail hole plot Bill minister Alistair Darling led the insertion into the terms of reference for the ‘CrossRail Bill select committee of MPs’ of a BARRIER, a ban
Thus preventing that select committee from scrutiny the ‘Crossrail Bill’!
So the utterances by Tom Harris must be to do with the fact that even he knows that when the same Bill goes to the currently constituted Upper Chamber and is subjected to the corresponding select committee procedures, it may actually be scrutinised in an unpredictable way, so unpredictably that the truth about the fundamentally flawed nature of the plot may come out!
Is that what Tom Harris is aware of and is ‘career wise’ ‘worried’ about?
If it is, he is right to be worried!
Because no honest, informed and responsible scrutiny of the ‘Crossrail Bill’ as it is, can support it in the context of the economy, the society, the environment and the finance."

Khoodeelaar! The East End of London campaign against the CrossRail hole Bill notes the unconstitutional attitude as expressed by the transport minister Tom Harris in your report.
Mr Harris is showing undemocratic contempt for the principles and the practice of the sovereignty of parliament by expressing the presumption that he does not believe “that anyone wants the bill to be infinitely delayed or, worse still, cancelled”
Where, in any of the recorded contributions from any MP was there any suggestion of infinite delay?
Mr Harris is using stock phrases so typical of machine placemen in regimes that abhor democratic scrutiny of executive plots.
The particular Crossrail hole plot is linked with Big Business lobby of regional and UK central executive careerists and time-servers typified by the likes of the ‘Undone mayor’ Ken Livingstone.
Livingstone has hogged most of the limelight around Gordon Brown’s recent and unconvincing subscription to the mysterious merits of this scheme as the answer to the pressing transport needs of the people of London.
The various promotional utterances by the Gordon Brown entourage during the first week of October 2007 around the CrossRail hole plot were all staged as part of the now-thwarted snap election that Brown was almost ready to call.
That snap poll alone was Brown’s reason for staging the stunt about ‘CrossRail’. Fur the best part of the previous decade, as the UK Finance Minister, Gordon Brown and Ken Livingstone had not agreed on any of the substantive issues especially about matters to d with the public finance of private infrastructure projects.
How significant therefore that these very two adversaries suddenly found themselves behaving - for rather pretending en stages that had been specially set up in and metaphorically] around Bournemouth in September 2007- as if they had been inseparable twins for as long as memory served!
And just days before Brown was poised to call a snap election!
It is already emerging that Livingstone was 'perhaps' a tad too hasty to celebrate the ‘deal’ by claiming that he had ‘delivered’ CrossRail, thus showing up any tangible opponent to his ambition to remain the occupant of the ego-boosting office of ‘Undone mayor’ forever!
A democratic debate and scrutiny in any legitimate forum, far from being a tendency towards delaying an appropriate and sound plan, can ensure that any serious drawbacks that are found in or that remain in any plan that is supposed to be backed by several £Billions of public cash are dealt with thus sparing the public and the public purse avoidable wastes and losses in the future.
However, even if there were evidence to support the demand for a thorough review and examination of the transport needs in London in the context of the Uk economy including the central factor of the choice of the optimum mode of transport to meet the present and the mid term needs, such as Khoodeelaar! has been making for nearly 4 years of opposition to the current CrossRail hole plot, the likes of Tom Harris do not seem disposed to tolerate the emergence of such a rational answer to the transport problems.
Instead, they have gone for the fanatical short cut: they utter the mantra of Crossrail rather than talk about addressing the huge transport needs that the UK economy must see met and the capacity of the economy.

East End community campaign against Crossrail hole scam denounces the 'legacy' of idiocy by Crossrail hole scam-backing MP!
Campaigning members of the community in the East End of London last night told employees of the outfit linked with the ‘Crossrail’ scam that the House of Commons ‘Crossrail Bill’ ‘select committee’ [2006] had been a disgrace and that the roil played by the MP who blocked the presentation of evidence against Crossrail was a scandal and a crime against democracy.
The community boycotted a CRASSrail promoting manipulation event last night and instead held a campaigning meeting in the Greatorex Street. It was the 4th anniversary of the first demonstration [held on 22 October 2004] against the Crossrail hole role of the local Tower Hamlets Council .
The meeting decided to invite the ward councillors to a campaign question and answer session to be held on 27 October 2008. ALL wards that are affected by the Crossrail holes assaults in the E1 area have been invited to attend the meeting. The invitation has been sent this morning [Friday 10 October 2008] to Martin Smith and Isabella Freeman to pass on to the relevant councillors.

The BBC has reported in its 2100 GMT news bulletin on the NEWS Channel thatAlistair Darling has confessed to being surprised that people are 'pissedoff' with the Blaired party....'Part of the blame lies with the cabinetitself', says Karin Giannone, the presenter who took over at 2130 GMT fromthe previous one in the evening who had fronted the 2100 GMT news.... This 'candid' confession by Alistair Darling has been described by theBBC to be 'usual' and uncharacteristic and as a possible'fightback' by darling facing a likely demotion in a touted aboutreshuffle by Gordon Brown in his cabinet. Whatever the full truth, it is clear from Darling's dressed up'diatribe' issued by the pernicious, the poisonous Guardian, that theDarling cabinet man is involved in a tussle with one or more than one
of hiscolleagues inside the Brown-fronted Blaired 'team'. The intervention is likely to be 'chewed over' by all sorts of mediatalking heads over the weekend. As far as Khoodeelaar! is concerned. we can say without any speculation being necessary, that WE TOLD YOU SO!that Alistair darling is not to be trusted. Especial; when he makes bold claims for which there is no substance in fact. Like when he stated on 22 February 2005 that he was 'satisfied' thatthe 'Crossrail Bill' which he was on that date formally presenting inthe UK House of Commons [the so-called lower, the only elected chamber of theUK parliament] was 'compatible with the Convention'.
On the day after that utterance, KHOODEELAAR! Told Darling to withdraw thatfalse statement. And on almost a hundred separate occasions since 22 February2005, Khoodeelaar! has told Alistair Darling that the statement he made aboutthe Crossrail Bill being compatible with the Convention was
untrue and untenableand unjustified.
We have asked him to withdraw that statement and to scrap the Bill. Darling did not listen to us.For years. From February 2005 to February 2006 to February 2007 to February 2008. He took part in the parade of lies dressed up as 'harmless spin' forBig Business in the promotion of the lie that CRASSrail was a vital MAKER OFMONEY FOR THE UK ECONOMY... That Lie has now been caught out by Darling's own involvement in thedesperate, career-linked web of lies..... Darling will pay more dearly for lying for Big Business CRASSrail than he hasappeared to realise so far. Civil engineering contractors are reporting a slide in workloads compared to earlier this year.
The sector had largely escaped the woes that have beset the housing market and the commercial and office sectors.
But the latest quarterly report by the Civil Engineering Contractors Association reveals that there are now more firms carrying out less work than in the previous quarter.
Ceca's quarterly workload trends survey – which measures the difference between the number of contractors reporting higher workloads compared to the number reporting reduced workloads – shows the overall balance for the country is now down to – 17 per cent, compared to a rise of 39 per cent in April.
Contractors surveyed said all roads, water and sewage works had decreased over May, June and July, as had work in the utilities and communications sectors.
Ceca director Rosemary Beales said big-ticket civils jobs needed to come on stream quickly.
She added: "Major projects such as Crossrail and nuclear need to move forward at a steady pace if the Government is to combat this loss of confidence."
Rail and airports showed positive balances, while harbours and water ways remained neutral.
In terms of regions, England has experienced the biggest decrease in work – going from 45 per cent in January to –22 per cent last month. Wales also reported a downturn, while Scotland is the only positive region – where confidence remains at 16 per cent.
But Ceca Scotland chief executive Alan Watt admitted contractors could still come under pressure due to decreasing workloads.
He added: "Although we are still pretty confident that the Scottish Government's major public sector infrastructure programme is secure we're becoming increasingly concerned that the housing market slump could get worse."
Mr Watt also called on the Scottish Government to confirm the details of the Scottish Futures Trust so that work can continue on schools, hospitals and infrastructure projects.
