Amec, the British engineering giant run by Samir Brikho, has emerged as a leading contender to manage the £40bn United Arab Emirates nuclear programme.
The FTSE-100 company is on a shortlist of nine for the role of managing agent. This would involve overseeing the technical design, construction and operation of around 14 nuclear facilities planned in the Gulf state.
Winning the contract would justify the decision of Amec to hire the Lebanese-born Mr Brikho as chief executive two years ago to refocus what was formerly mainly a building business on the energy and power markets. Amec, which has a turnover of £2.4bn a year, employs 22,000 people in more than 30 countries.
A spokesman confirmed on Friday: "We understand that we are one of a number of companies that have pre-qualified for the job."
Amec is sending a delegation to Abu Dhabi this week. The President of the UAE, Sheikh Khalifa bin Zayed al-Nahyan, is understood to want an appointment to be made by the end of the summer, so that work can begin on ambitious plans to generate 20 MW of electricity using nuclear power by the end of the next decade.
Although the UAE is a big oil producer, a recent government report concluded that it would require at least 40,000 MW to meet its energy needs by 2020. Known volumes of natural gas could provide only half of this, so alternative energy sources had to be identified. The UAE chose nuclear as the cheapest, most environmentally friendly option.
Other "tier-one" nuclear players tipped by industry insiders to be on the shortlist include the US giants CH2M Hill, Bechtel and Fluor Corporation.
CH2M Hill is managing the construction programme of the London 2012 Games as a key Olympic Delivery Partner. Bechtel is advising on Crossrail, the £16bn west-to-east London rail link that is scheduled to get Royal Assent later this year.
A Whitehall source said that the UAE's plan is to have 75 nuclear engineers working on the programme this year and 300 by the end of 2010. The source added that the UAE's nuclear policy had impressed the UK government, which is embarking on its own nuclear new-build programme. He said that officials in the Emirates Nuclear Energy Corporation were "very serious grown-ups".
The UK showed support for the UAE's nuclear programme last month when an agreement was struck between the Trade minister Sir Digby Jones and the UAE government. The memorandum of understanding hinted at a sharing of information and training between the two nations. The UAE signed a similar document with the US in April.
The Gulf state won international support after it promised that its move would be for "peaceful nuclear energy" and it therefore would not enrich uranium materials domestically; such processes can lead to the development of nuclear weapons. Instead, the government will buy in enriched fuel.
Smaller UK companies are also talking to the UAE about their nuclear plans. VT Group, which owns British Nuclear Group Project Services, has been contacted by the UAE government for advice.

Who scripted Tower Hamlets Crossrail hole-inviting Council 'leader' [now 'ousted'!] Denise Jones to BOAST of the plot in ‘open’ ‘full’ ‘Council’?
When the 'locally elected' [?????????] Denise Jones, 'councillor' on Tower Hamlets Crossrail hole plot-INVITING Council in the deprivation-pervading, degeneration-perpetrating East End of London boasted in May 2008 that she had 'led' the Council that had 'secured Crossrail', did anyone hear that boast?
Was there anyone at all present in the room where Denise Jones made her Crossrail boast?
Could anyone in fact recall Denise Jones making that boast?
To find the answer to each of the questions that have arisen from Denise Jones’ Crossrail hole plot-inviting boast, a few central facts need to be put on the record in the updated forms here.
Firstly, the controlling clique on that Council that Denise Jones has belonged to as a ’councillor’ on Tower Hamlets Council has always denied that it had been in any way proactively involved in the Crossrail scam.
This has been their publicly stated position even in the context of the KHOODEELAAR! investigation of the past 55 months.
Whenever we have put the question - and we have put it in HUNDREDS of ways and on hundreds of separate consistent occasions - they have said that Crossrail is a central Government project or that Crossrail is a project created by the ‘London mayor’ [via “Transport for London’]. Never them. Never Tower Hamlets Council. Never Tower Hamlets Council even accepting responsibility for Crossrail let alone claiming proprietorship of the project....
Their ROLE, they have said, was, has been to ‘support’ Crossrail.
And to do so CONDITIONALLY. the 'condition' being, they have been crafty and unmistakably dishonest in their language, the ‘disruption would be minimised’ or kept to a minimum...
Then in September 2007 when they published their response to the KHOODEELAAR! Question put to formal ‘full Council’, they confirmed the same position. One more time....
We have exposed that LIE since it was perpetrated in that form. We shall re-examine THAT lie soon at the end of this series.
So what took place between September 2007 and May 2008 that gave Denise Jones the apparent ‘boldness’; to make that claim of her clique actually OWNING the Crossrail project so much so that she was able to boast that her ‘leadership’ [=her FRONTING the clique in control of the Council] had “SECURED CROSSRAIL’?

When David Davis made his statement on Thursday 12 June 2008 outside the Palace of Westminster, he said at the outset that he was doing so because the Speaker [Michael Martins] had refused to let Davis make his statement in the House of Commons itself...
An MP being banned from speaking about the state of parliament in the parliament building itself!

Reviewing Boris Johnson’s statements as broadcast on the BBC: The ‘Drive’ programme on Radio 5 on Wednesday and ‘Today’ programme on Radio 4 on Thursday 19 June 2008:
First the ‘Today’ programme:
Boris Johnson has got to sort out his thinking and match his words and his thoughts! Or he will end up adding to the CROSSRAIl crassness...
The extent of thought and the status of thought that became apparent in the various utterances that Boris Johnson made on the BBC this morning... raise questions about what exactly is going on within the Boris Johnson administration... Because if he is not sure about Ken Livingstone’s ‘memorandum of understanding’ then he should not make statements that appear to refer to it in a way that says it exists.
For Johnson to reach half way or near the end fo an interview talking about things stemming from or linked with a memorandum of understanding and to say he doubts if it exists at all is not showing coherent thinking...
This is important. Why? Because the use or the abuse or the unnecessary expenditure of hundreds of £Millions of public money should worry all in society.
And if Boris Johnson hasn’t got to the bottom of the financial ‘deal’ between Ken Livingstone and Gordon Brown yet then he should make sure that no statement is made again ion his behalf endorsing Crossrail....
Before any more utterances are made peddling the same line as we have noted had been peddled by Livingstone, Boris Johnson must get the facts right and that way he will avoid calamitous financial, economic, environmental and political consequences......

Plea: Shami Chakrabart says she tried to dissuade Mr Davis from resigning
A furious David Davis accused a Cabinet minister of 'personal smears and lies' last night.
Culture Secretary Andy Burnham had hoped to score political points by referring to Mr Davis's 'late-night, hand-wringing, heart-melting' phone calls to Shami Chakrabarti, director of the civil rights group Liberty.
But his extraordinary remarks in a magazine interview backfired spectacularly as the former Shadow Home Secretary came out all guns blazing.
'While Gordon Brown cowers in Downing Street, his henchmen are out and about to attack me personally rather than engage in rational debate,' said Mr Davis, who resigned his seat in protest at Labour plans for six-week detention without charge.
'Labour has now resorted to personal smears and lies rather than make its case for 42-day detention and for the other illiberal measures it has taken.'
Mr Davis, whose stance has been supported by Miss Chakrabarti, formally quit as an MP yesterday to force a by-election on the issue of ancient freedoms being eroded by Labour.
But the Government confirmed it would not field a candidate against him in Haltemprice and Howden, East Yorkshire.
In an interview with the Left-wing Progress magazine, Mr Burnham attacked those who had been 'seduced' by Mr Davis's liberal credentials.
He said he found something 'very curious in the man who was, and still is, I believe, an exponent of capital punishment having late-night, hand-wringing, heart-melting phone calls with Shami Chakrabarti'.
Westminster was stunned by his remarks and 39-year-old Miss Chakrabarti, who is happily married, was understood to be distraught.
She revealed last week that she had tried to dissuade Mr Davis when he told her of his plan to resign last Wednesday, but insisted it was a ' sincere' move and an attempt to 'put some trust back into politics'.
Mr Davis, 59, also enjoys a happy marriage to Doreen, his wife of 35 years.

Tory Culture spokesman Jeremy Hunt said: 'It is very disappointing that when David Davis and others are seeking to have a real debate over the best way to deal with terrorism, a Cabinet minister can only sink to making smutty, below-the-belt suggestions like this.
'If they are so sure Labour is right, why don't they have the courage to put up a candidate and make the argument?'
Mr Burnham's aides rushed to defend his 'jokey' remark.
'It was a lighthearted comment about the former Shadow Home Secretary's political journey - by-election political knockabout and nothing else,' said a spokesman.
'Nothing more should be read into it and no offence was intended to Shami Chakrabarti.'
A source close to the Culture Secretary added: 'He was simply drawing attention to the differing politics of David Davis on the one hand and Liberty and Shami Chakrabarti on the other.
'He mentioned phone calls simply because Shami has said she phoned, or he phoned, to talk about what he should do, and she told him not to resign.
'It was expressed in a jokey way. Andy would be aghast at the suggestion that he was implying anything else.'
Liberty said Miss Chakrabarti did not wish to comment.
Labour deputy leader Harriet Harman defended the decision not to field a candidate in the by-election, expected on July 10.
'I think it's right to have a by-election if an MP has died or if they are genuinely standing down,' she said.
'It is absolutely evident that David Davis wants to be the MP for Haltemprice and Howden and so the election is a complete phoney - a stunt which we don't want to give legitimacy to.
'It will cost £80,000 for council taxpayers. If Davis wants to make his case he should do it in Parliament.'
But announcing his resignation on the steps of the Treasury, Mr Davis accused Labour of running away from a debate on its anti-terror legislation.
'There is no doubt in my mind this is the right thing to do,' he said. 'I have never been so sure of a principle in my life.
'We will have the debate, even if Mr Gordon Brown, who is my real opponent in this, stays in hiding in Downing Street.

Crossrail hole plot-peddler in the UK House of commons, Tom Harris, is a lightweight. He is also very mechanical… He is given a script and he delivers it.
His current script on Crossrail is that they drop the word in any space that is apparently about transport needs in London… Or even about the economy in London
It doesn’t matter why it is included. But they drop Crossrail in anyway.
As has happened in the alleged reply by Tom harris to a piece by Ian Jack carried in the Guardian. That ian Jack piece about transport and the cluelessness of the Gordon Brown regime on transport in itself was a historic event.
Harris has no idea what he is talking about. In his plug for Crossrail as published by the Guardian Unbelievable web site today, Harris lists a number of claims that are meaningless… I
t is like Gordon Brown or Tony Blair reading out scripts prepared by machines. This sort of mechanical reading out of machine-produced lists takes place on any ordinary promotional day in Parliament.
Today was one such day. .
In the main chamber of the House of Commons was the term-time equivalent of the week’s Party. Lasting half an hour, it is all over in 32 minutes….
They had the PMQs. And Gordon Brown was as artificial on each 'topic' and on each ‘Question’ as he had pretended [before taking over as PM] he would not be. Like Tony Blair. And less spontaneous… He would have been spontaneous if he wanted to tell the truth. He settled for lies. For spin. For propaganda. From Afghanistan boasts to plugging GW Bush …… It was a fake show.. An artificial show and an empty show…. Just as was the performance of Stephen Timms, who took over after 7 PM to speak about debts, poverty and hardship in the country… Only that he did not… He delivered probably another of his own type of mechanical statements… But boy! Was it really lifeless….It had the statistics It had the figures… But there was no life… No link between Stephen Timms and living breathing human beings going through hardship, debt and desolation, destitution caused by the impudence of the regime that Timms forms part of and profits from…Just like Tom Harris His scripted machine piece for Crossrail as it has appeared on the Guardian Unbelievable web site is just as lifeless… There is no hint even that Harris recognises the fact that people have been campaigning against undemocratic passage of Big Business measures through Parliament…
